Christopher K. Stahl, Founder, President.

Chris has worked as a senior consultant in the government procurement and acquisition process for more than 30 years for such firms as Lockheed Martin, Northrop Grumman, Raytheon, Williams Telecommunications, Lucent, Bell Labs, and other Fortune 500s. Mr. Stahl has an overarching understanding of Federal Government Procurement Reform & Regulations. He and his staff, many of whom are still with him over the years, were also a part of also part of past successful companies Mr. Stahl built like Pipeline (www.epipeline.com Competitive intelligence BI) bought by McGraw-Hill and Privia (www.privia.com Capture Management Platform), serving as the founder and CEO. His assignments have included highly complex assignments such as SOFIA, Retrofitting the Hubble Telescope to a 747 so that NASA can take infrared astronomy in the stratosphere, and the dismantlement of the Minute-Man II Missiles at Whiteman Air Force Base, MO. Among the contracts, he has played a significant role in winning.

Chris has a proven track record for structuring channels of Best-In-Class companies and organizing winning teams. He also has assisted in post-award PMO services such as contract negotiation, transition and mobilization administration, and staffing. He has combined that track record and success to form BiC-1 LLC’s Best in Class Joint Venture companies that are here today.

Christopher Gardner, Legal Counsel.

Dedicated to serving his clients with professionalism, Christopher J. Gardner, Esq. is a 2015 graduate of the George Mason School of Law.  Chris focuses his practice on government and civil litigation in the courts of northern Virginia.   

Chris began his legal career working for the United States House of Representative’s Judiciary and Homeland Security Committees, where his work focused on criminal law.  He was later awarded a fellowship at the Arlington County Commonwealth’s Attorney’s Office where he prosecuted and aided in the prosecution of all manner of crimes. 

Chris entered private practice taking on challenging cases for his clients in civil litigation, bankruptcy, corporate law, Government-GOVCON law, and family law, making partner at the Hilbert Law Firm in Roswell, GA at the age of 32.   

Currently support STAHL USA as general counsel attorney at Law. 

Karla, Operations Manager

Karla is an experienced GOVCON operations/program manager, her role is to make sure the governance plan is implemented throughout the project. She monitors and controls the effectiveness of the governance plan, including scheduling, coordinating, project management, cost monitoring, resource management, and contractor performance.

Eric Crispell, Account Executive

Eric Crispell is an accomplished Public Sector Executive with experience and responsibilities that include IT Business Development, Market Expertise, Distribution, Sales, Leadership, Operations and Market Development, which yielded important external strategic GOVCON alliances and partnerships. Eric manages complex partnerships to drive sales growth, market share and product utilization in the healthcare market. Passion for being a solution provider through consulting, compliance and cybersecurity for customers. Eric’s creativity provides innovative solutions that put ideas into action. 

Pankaj, Business Analyst / Gate 0 Manager

Pankaj is a Business Analyst working as a Gate 0 Manager in STAHL Companies. He is associated with the company from last 4 years. He collects, organize and analyze data for the Channel Partners to identify their specialization through their Past performances, and to develop insights and recommendations. He develops and supports the implementation of new solutions for growth of our Channel Partners. He assesses and evaluate opportunities to ingest the most suitable programs in to our Database system for our partners which meets their experience and expertise. He creates Pwin to identify potential risks and developing strategies make sure the Company has good alignment for the efforts and probability of win.

He also develops reports into our Database system to track the progress and Performance for our Channel Partners. He monitors the performance of our Database system and update the records for our Channel Partners and Programs. He Provides training and support to our Channel Partners for our Darta base system and mentors his subordinates in Gate 0 Process.

Chelsea, Project Manager

Chelsea McBride Anders is a highly experienced Technical Project Manager with a broad career spanning technology, government contracting, and multifamily housing. At BiC-1 LLC, she oversees operations to secure NASA SEWP VI recognition for this joint venture of government contractors specializing in data center management, cloud solutions, and cyber security. Before this, she was a Technical Project Manager and Customer Success Manager at Soul Machines leading Agile teams to implement Digital People technology for client websites, ensuring seamless human-AI collaboration. At Madera Residential and its tech startup Quext, she worked as a Digital Human and AI Specialist, managing virtual leasing agent projects and integrating advanced Google Text-to-Speech capabilities. Additionally, she played a significant role as a Customer Relationship Manager at Minburn Technology Group, where she managed a NASA-wide IT contract generating over $20 million in revenue through licensing and procurement services.

Chelsea’s career began with roles at the United Services Automobile Association (USAA), where she advanced through IT project management, quality assurance, and change/release coordination, helping deliver complex projects across the organization. Her leadership extended beyond technical roles into advocacy and community engagement. She founded Lubbock Moms, a local support and resource network for mothers. She has been involved in leadership roles within the Junior League of Lubbock and Northern Virginia, working on strategic marketing, public relations, and diversity initiatives. In addition, she serves the Texas Council for Developmental Disabilities as an Advocacy Training Specialist, contributing to educational efforts for individuals with disabilities. Chelsea earned a Bachelor of Business Administration from Texas A&M University and holds software testing and IT service management certifications.

Barry, Project Manager

Results driven leader possessing 23 years of proven experience in the United States Marine Corps and 13 years at the senior management level directing the maintenance and operational employment of air traffic control (ATC) and command and control (C2) systems, to include 5 years of specialized knowledge employing Air C2 systems, tactical data links, and radio frequency networks. Skilled professional adept at balancing operational, financial, personnel and regulatory constraints, while building and leading cross organizational teams in successfully meeting schedule and performance goals.  

Highly successful leading C2 systems integration for large-scale military training exercises, and effective at incorporating agency goals and translating vision into results.
